Description / Abstract
This project explores the initial implementation of Senate Bill 823, a juvenile restorative justice policy, in San Diego and Orange counties. This comparative analysis was conducted through expert interviews with local policy implementers and document analysis of the legislation and county plans for carrying out the measures at the local level. Results shed light on the challenges of this process and best practices were identified for future implementation of state-wide policy.
